If you’re in the market for insurance, Allstate and Progressive have probably come up as contenders. Progressive is the second largest insurer in the U.S., while Allstate is the fourth largest.1 Both companies operate in all 50 states and Washington, D.C., and they have high ratings from third-party organizations like AM Best.
This means that neither company is a bad choice, but certain features, such as average price and coverage options, may make one more appealing than the other for your specific circumstances. In this guide, we’ve compared Allstate and Progressive across several key categories to help you make your decision.
Progressive was rated as the best insurer for high-risk drivers in our most recent ranking of the best car insurance providers. Meanwhile, Allstate was the best insurer for bundling home and auto insurance.

If you’re only looking for basic coverage, you’ll find options such as liability, comprehensive, collision, uninsured/underinsured motorist, personal injury protection, and medical payments from both Allstate and Progressive.
They also have many of the same add-on coverage options, although only Progressive offers custom parts coverage. If that happens to be important to you, Allstate may not be the best choice.
Here is a list of some of the main optional coverages each company offers:
Coverage | Allstate | Progressive |
---|---|---|
Roadside assistance | Yes | Yes |
Rental car reimbursement | Yes | Yes |

It’s also important to note that certain coverages may not be available in every state, so reach out to an agent if you have questions.
If you have a violation on your record, you will be considered higher risk by insurers and you can expect to pay higher premiums. Progressive has some of the best rates for high-risk drivers — particularly those with DUIs — but they are still higher than rates for drivers with clean driving records. Drivers with violations can check out the best auto insurers for high-risk drivers.
You may be able to save money on your premium by taking advantage of various auto insurance discounts offered by both Allstate and Progressive. Although Allstate is our top pick for bundling home and auto insurance, Progressive also offers a discount for bundling policies. If you already have a policy with either insurer, it’s worth checking how much you could save by adding auto insurance.
If your car has certain safety features or is new, you may get a better rate from Allstate. However, only Progressive has discounts for getting an online quote and taking a defensive driving course.
Here is a full list of the main discounts offered by both companies — keep in mind that like coverages, discounts vary by state. In addition, you may still get a lower quote from a company that doesn’t have as many discounts that you’re eligible for, so always compare multiple quotes.

In order to save even more on your policy, you may consider signing up for a telematics program, which Allstate and Progressive both offer. These programs use a mobile app to track your driving habits and offer a discount if you drive safely. Allstate’s program is called Drivewise, while Progressive’s is called Snapshot.
Allstate’s Drivewise provides a discount of up to 10 percent when you sign up and up to 40 percent when your policy renews — you’re never guaranteed to get the total 40 percent, but this maximum discount is more than what most competitors offer. (Note: Drivewise is not available in California or Arkansas.)
Progressive doesn’t advertise the maximum percentage discount for Snapshot, but according to their website, safe drivers can save an average of $231 at policy renewal and an average of $94 at sign-up. Snapshot is not available in California, and the sign-up discount is not offered in Hawaii or New York.
In J.D. Power’s 2024 U.S. Auto Insurance Study, Drivewise and Snapshot scored similarly, though Drivewise won by a small margin with a score of 818 (Snapshot scored 816). Both were slightly below the average score of 821.2
Category | Allstate Drivewise | Progressive Snapshot |
---|---|---|
Potential discount | Up to 10% at sign-up, up to 40% at renewal | $94 at sign-up, $231 at renewal (advertised average) |
Usage-Based Insurance satisfaction score (J.D. Power) | 818 out of 1,000 | 816 out of 1,000 |
Both Allstate Drivewise and Progressive Snapshot may result in a rate increase if they detect unsafe driving, so be sure to consider this and only opt in if you are confident in your safe driving habits.
In addition to Drivewise, Allstate offers a pay-per-mile program called Milewise. The way the pay-per-mile program works is that you pay a daily base rate, plus a per-mile rate for every mile you drive. This may be a good option if you’re a low-mileage driver. That said, Allstate has recently reduced the number of states where Milewise is offered and no longer provides a list of these states on their website. So it’s probably wise to check with an agent if you might be interested in this program.
When it comes to customer service, Allstate may be a better choice than Progressive in most regions, according to several industry studies and metrics. Here is how they compare in key customer experience areas:
Allstate scored 691 out of 1,000 in the J.D. Power 2024 U.S. Auto Claims Satisfaction Study, placing it ahead of Progressive but still below average. Meanwhile, Progressive’s score of 672 placed it second to last among the major insurers evaluated in the study.3 Claims satisfaction measures how policyholders rate their experiences managing the claims process, which includes factors such as speed, fairness, and ease of service.
Interestingly, Progressive ranked higher than Allstate on the 2024 CRASH Network Report Card, which evaluates auto shops’ experience dealing with insurance providers. None of the 10 largest insurers earned higher than a C+ in this study, but Allstate’s D+ grade is still quite low.4

Allstate ranked higher than Progressive for customer service in most regions, according to J.D. Power’s 2024 U.S. Auto Insurance Study, which measures overall customer satisfaction with insurers. Progressive earned a score of 678 out of 1,000 on J.D. Power’s 2024 U.S. Insurance Shopping Study and ranked above average, while Allstate’s score of 664 placed the company below average.7 This study evaluates other factors beyond just the quote process, including price, policy offerings, and distribution channel (e.g., online platforms, agents, or direct sales), so Progressive’s score suggests customers are satisfied with these aspects of the company as well.

Allstate and Progressive are fairly comparable when it comes to their financial stability, availability, coverage options, discounts, and even customer service reputations. The best company for you will ultimately depend on which company offers you what you need at the best rate.
For example, if you live in certain regions where Allstate fares better for customer service — including Florida, Texas, and New England — and that’s very important to you, you may want to prioritize Allstate over Progressive. But keep in mind that company rankings will not necessarily reflect your experience. Similarly, Progressive tends to have better rates for most drivers than Allstate, but you should always get quotes from several companies, as this may not hold true for you.
If you drive fewer-than-average miles per year, you may benefit from Allstate’s Milewise program, assuming it’s available where you live. Check with an agent if you’re interested, and calculate whether the pay-per-mile program makes sense financially compared to other standard quotes you’ve received.
No, Progressive is not the same as Allstate; they are separate insurance companies. They are comparable in many areas, but one may be a better fit than the other, depending on your circumstances and needs.
No company is objectively better than Progressive, but several companies may be better depending on your needs and priorities. For example, you may get better rates from GEICO or USAA (if eligible), and you may have a better customer experience with State Farm, but that won’t be true across the board.
Many companies, including Progressive and GEICO, have better average rates than Allstate, but no company will always have better rates since premiums depend on various factors. Always get quotes from several companies to compare rates before buying a policy.
